Not sure of mountain bikes, but when my touring bike's brakes to scrub the braking surface of the rim with acetone (solvent red lips). It works!
Clean the wire at the bottom of the first set of pads was a kind of rubber, and had yet another one. The two different materials against each other to work. Not rub the rim, use a cleaner solution.
